It's important to use muzzles on all dogs involved in order to prevent the calmer, less reactive/nonreactive dog, from biting when provoked. If I have only a muzzle on the most reactive dog and that same dog tries to bite the non reactive dog...then the other dog realizes that the reactive dog can't bite and then the on reactive dog mite bite or retaliate.
