arXiv is a free distribution service and an open-access global online pre-print repository provided by Cornell University for 1,884,730 scholarly articles spanning various fields.
It is useful for free early access to pre-prints of upcoming research papers which is why it is a researcher's daily newspaper to access latest, status-of-the-art papers available in the 'new' section for each category.
Researchers typically submit a paper to arXiv after submitting it to a journal for publication (for receiving comments from other researchers) or after it has been accepted for publication/published in a journal (whereby the journal reference is also provided alongwith the paper).
Note:
1. Papers on arXiv are a citable reference for projects.
2. arXiv is not a journal in itself and thus does not peer-review submissions.
