A filibuster in Congress is a tactic used to prolong or delay movement on a measure usually by talking.
The Senate has employed the filibuster since the 19th century. It became a favorite gambit among southern senators hoping to cling to their white supremacist interests.
Since 1841, this rule blatantly targeted Black people. It was used primarily to protect slavery, to bar anti-lynching legislation, to stand in the way of civil rights bills and to thwart voting rights laws.
