(16 May 1994) The defence ministers of Russia, Armenia, Azerbaijan and
Nagorno-Karabkah gathered in Moscow to strike a deal on a new,
more solid cease-fire agreement. In his address before the talks
Russian defence minister Pavel Grachev emphasized the importance
of the new agreement and said that it would represent a mechanism
to help settle the conflict.
