Maher Arar is a Canadian citizen who was detained and confined in the United States and Syria. He filed a complaint seeking damages, but the US Court of Appeals for the Second Circuit dismissed his appeal. The court did not rule on the INA bar's jurisdiction for Arar's claims but dismissed the case for other reasons.
