During a routine traffic stop, cops find a young woman with heroin. She claims she's been clean and is trying to turn her life around. The cops give her a second chance. Elsewhere officers pull over a man on a bike without lights. After giving a false identity the suspect attempts to flee from police.

Real-life officers are followed by a camera crew, cinéma-vérité style, in a gritty up-close look at police work and the consequences of crime. It spawned a number of police-reality imitators.
