Forty years after US president Richard Nixon declared a 'War on Drugs', the global commission on drug policy declared that the war has been lost.
While more and more people have been incarcerated around the world, the past decade has seen a rise in the use of cocaine, opiates and marijuana.
The 'War on Drugs' has also contributed to alarming murder rates, and Mexico is being hit the hardest with 34,000 lives lost in just four years.
Al Jazeera's Cath Turner reports on the losing battles in a tiring war.
