It's Fishing Day to the Bretons in Iliac Bay; I took the liberty of assuming it's celebrated on the Systers isles, too. I'm also taking the liberty of assuming this guy is not long for the world, given how he's lurching around by the lava. But what do I know? Maybe it's a disguised fire atronach, trying to act mortal. Or a super powerful fire mage with enchanted line. Maybe there are actually rare fish in that lava. Endless possiblities on Tamriel.
