Patients in Moldova have spurred authorities to adopt a transparent system for purchasing medicines that has proved invaluable in tackling the coronavirus pandemic and the country’s long standing epidemic of other infectious diseases. With the highest rates of HIV/AIDS in Europe, it was expensive for patients to buy life-saving medicines as a lack of transparency in procurement kept competition out and prices high. Following reforms by joint efforts of experts in government and patient-run organization Positive Initiative, the public can now monitor medical procurement and COVID-19 contracts in real-time. Moldova’s transparent e-procurement system, MTender, has enabled the government to increase efficiency, competition, and provide better data for civil society monitoring.
