Revelation 13 gives John's account of the visions which he had concerning two beasts. A seven headed leopard-like beast that represents a global governing authority and a lamb-like beast who represents Lucifer, who will physically appear on earth at the Fifth Trumpet.
Revelation 6:8 marks the breaking of the Fourth Seal and start of great tribulation on earth, devastations will ruin much of the land and many will perish. The response from this will result in a worldwide coalition government which will act to appease the wrath of God. This neo-Babylonian system is referred to as the Leopard-like beast that John sees coming out of the sea.
In short, Chapter 13 deals with the establishment of the beast system and antichrist government before Lucifer himself appears, masquerading as almighty God, deceiving the world through his global church-state government.
