After snapping a level line around the room representing where the top of the wainscot panels will go, make plumb lines up from both sides of every electrical receptacle. Then measure from the top of the box up to the chalk line and write the measurement on the wall at each location. This will be enough information to reliably mark and cut the holes for each electrical outlet. Watch the video to see the entire process.
