Family abduction occurs when, in violation of a court order, a decree, or other legitimate custodial rights, a member of the child's family, or someone acting on behalf of a family member, takes or fails to return a child. This is also referred to as parental kidnapping and custodial interference (NCMEC, 2011).

Interference with the Custody of a Child is illegal. It is a crime in all 50 states (NDAA, 2010). A crime is an action or omission that constitutes an offense that may be prosecuted by the state and is punishable by law. Criminal court and Civil court are two different ways to enforce a custody dispute. Victims of crimes are entitled to report crimes to law enforcement to enforce laws, while parents who are experiencing civil contempt are entitled to an attorney for petition to civil court for civil remedies.

Both state and federal laws have identified this as a criminal act for over 40 years. Yet, law enforcement commonly refuse to enforce this law. Interference with Child Custody Coalition (IC § is dedicated to bringing awareness of this injustice and educate families of their rights across the Nation.
