Joyce White Vance, a former U.S. Attorney for the Northern District of Alabama, told Rep. Steve Cohen, D-Tenn., that Congress operates by a different set of standards than criminal prosecutors would use if they were to indict President Donald Trump. Vance said the rules Congress uses to determine whether to sanction a president are much broader and could include conduct that is "lawful but awful." Her comments were part of a House Judiciary Committee hearing on June 10 designed to review the findings of special counsel Robert Mueller's investigation into Russian interference in the 2016 election. The special counsel did not find any coordination between the Trump campaign and Russia but did not come to a conclusion on whether Trump obstructed justice.
