In the Romanian water utility Raja Constanta, the stability of operator staff (since 2003) gave credibility and leadership to WSS utilities aggregation. In addition, the case features the challenges associated with overcoming political resistance, as well as the role of European Union (EU) funds as a big push to get out of low-level equilibrium.
