The Weeper Relic is a high level silver sword. It is a level 31 weapon, and the diagram is a random spawn. This means it could be at the listed locations, or a completely different relic could be occupying its slot. One tip I can give you is to open the chest and see if the weapon is inside or not, if it's not then you can come back at a later date and you will most likely get a different item.
