This a report that came out in fall of '08--and there hasn't been any followup as far as I know. Of course, the LIRR has 97% of their retirees on disability (that's not an exaggeration, look it up), and no one's taken the fall for that either. I seriously doubt this is a case of a few bad apples. There are thousands of workers in the MTA who do honest, dangerous work, but obviously there are whole squads of people under bad managers who are wasting taxpayer money like this at a time when service cuts and fare hikes are imminent. I'm a member of a union, and I know that there is downtime on some jobs that would be inexplicable to outsiders. But there is no excuse for this. Toussant says they have to wait until commute hours are over? Then why don't they clock in when those hours are over? Last time the MTA had a surplus, they lied and said there was a deficit....if the fares go up, I'll start jumping turnstiles.
