Since the early twentieth century, cities have used their regulatory authority to control the construction and availability of housing, the location of parks, the designation of landfill sites, and other aspects of urban development. In this lecture, Professor Trounstine discusses how land use regulations have generated segregation along race and class lines, enhancing the wealth of white property owners at the expense of people of color and the poor, and she explores the inequities that have resulted from these processes.
