A proposed bill in the Iowa House would change the way public city libraries are run in the state.
House Study Bill 678 would move library decisions, on things like policies, books and use of library funding, from an appointed board of trustees, to the city council. It would also allow city councils to override decisions made by library boards and do so without voter approval.
