North Carolina reported just over 1,600 new COVID-19 cases Monday, another dip from where the number had been last week. The state's percent of positive tests remains flat at 8% after weeks of staying around 9 or 10%. In South Carolina, cases were half of what they were one week ago when 2,300 were reported.
