11/01/19 Update: I went to the Florida DMV with the registration (and the bike) and it took only about 30 minutes to get a Florida title and plates. I explained that Vermont doesn't title bikes under 300cc - she looked in some big book to confirm, went outside to do a VIN check on the bike and finished up the paperwork. About $150 for the Florida title and registration.
10/22/19 Update: I just did this with my 1970 CT70 build (I've got a full playlist of the build on my channel) and like the 1976 bike listed the NADA value as $625. After 2 weeks, I received the application back with a note that the value is "$900" and to please submit the appropriate fees: ($77 instead of $62). Anyway, just wanted to let people know that they look up the NADA values (not sure why they assessed it higher than the "good" value since there was no picture) to save some time with having to resubmit the application.
I got the 1976 Honda CT70 registered and it's now rocking a Vermont license plate. Any motorcycle less than 300 CC or vehicle more than 15 years old can use this process (even if you don't live in Vermont) to get a license plate and tag to be road legal.
The online form makes 2 copies. You only need to send them 1, the other is for your reference only.
