Ingress Prime now has Portal Nominations!
This is the only way to get new Pokestops or Gyms in Pokémon GO as the Pokéstop Submission System is not out world wide yet.
Remember you need to be at Level 10 in Ingress Prime to be able to use the Portal Nomination System.
