This lectures investigates the intentional use and proliferation of nuclear weapons by individuals who do not have the state's authority. Topics covered include the threat of rogue agents, the creation of nuclear black markets, and the risks of nuclear terrorism. I also focus on critical mitigation strategies, including the creation of permissive action links, authentication of firing orders, and control of radioactive material.
