Quick lore bit on this version of the Fortune Teller (no lore on the Reimu cause, well, you can see the Lore Spreadsheet, her stuff is clear):
Reimu had been making the news with her more violent methods of taking out youkai, first being both a great thing to hear from the point of view of those in the human village, but as it became apparent her violence was getting more and more, well, violent, her name began to be treated with fear.
But one person in the village was not filled with fear upon hearing the name, and instead was filled with disgust. Sure, the people of the village weren't at the mercy of the youkai anymore, but they were at the mercy of what he believed to be worse, a demon in sheep's clothing. And so, they decided to take matters into their own hand, and eventually turned themselves into a youkai, as a human alone could not take Reimu on themselves. And so, he set out on what he knew was a mission set to fail, after all, for a youkai, their main ability being able to project fate but of others to those people isn't exactly a strong power, but he would rather die fighting than live under the grasp of someone who could turn at any moment.
And in the worst case scenario, if he was slain, and sentenced to torment due to his very own crime against humanity? He'd hold on. Hold on for as ever long as it would take to just see Reimu fall, even if not by his hand.
