To get Red Hare King, you need to do the Time Trick.
I have adjusted the trick to fully working on PCSX2 v1.7

How to do the time trick on PCSX2 v1.7

1. Boot into PS2 Bios.
2. Go to time/date settings and change the time, but do not press X to confirm after you're done.
3. Click on Change Disc and select the Dynasty Warriors 6 disc image.
4. Hit X to confirm, wait 3 seconds and press Circle to go back to the main menu, wait until the game finished booting.
