Victoria will ease restrictions as planned on Monday despite a rise in coronavirus cases.
The state has recorded 53 new cases since Wednesday in three consecutive days of double-digit increases.
Health authorities are concerned the cases signal the start of a second wave of infections.
But the state government maintains gyms, indoor sports centres, bars and clubs can reopen in two day's time.
