The new Specialized S-Works Tarmac has been designed around each size of rider, with each frame size having its own unique qualities.

Designed so that each size of S-Works Tarmac has it's own goals in terms of stiffness and weight because different sizes of riders place different amounts of stress on different areas of the bike, Specialized have created a different carbon lay up for each frame size.
Downtubes and headtubes are different sizes based on the frame size to increase stiffness. Bottom brackets are roughly the same, but the seatpost is much more exposed to help with road dampening and the seat clamp is hidden under a sticker.
Seatstays and chainstays are optimised for drivetrain stiffness - again based on rider size. Matt was certainly pretty taken with Michał Kwiatkowski's bike!
