This has been a loop hole in the system for longer than I can remember. Perpetual tourists own businesses in Costa Rica. Perpetual tourists own homes in Costa Rica. Perpetual tourist contribute to the economy in Costa Rica. What is a perpetual tourist and is it in jeopardy? A perpetual tourist is someone who lives in Costa Rica but does not have their residency in Costa Rica. They have to leave the country every 90 days to get stamped out of Costa Rica and then stamped back into Costa Rica which renews their 'tourist visa' for another 90 days. Every 90 days this process is repeated. Usually perpetual tourist cross the borders into Nicargua and Panama. Nicaragua being the less difficult border to cross. You can cross Nicaragua and back into Costa Rica and be home before lunch. In other words, it can be a fairly fast process. Panama makes you stay in panama for a day or 2 (sorry, can't remember which). And they can frequently make the crossing a stressful event. Like I mentioned, this has gone on for years. Now it appears they are cracking down a bit and giving folks a hard time who show a pattern on their passport of going back and forth many times. They are warning and sometimes intimidating people that they will no longer be able to do this and need to seek residency and , "this is the last time we will allow this." Although perpetual tourism is a legal loophole, the immigration officers at the border can do whatever they want.
