The 14-day rolling average in metropolitan Melbourne can no longer meet the threshold required to ease restrictions by Sunday after the state recorded 15 COVID-19 cases and zero deaths overnight.
The Victorian roadmap to recovery indicates the state's rolling 14-day average must sit at five or fewer cases per day in order to move to the next step.
After today's figures, the rolling average increased to 9.9.
However, Premier Daniel Andrews has flagged some restrictions will be eased on Sunday despite the delay caused by the rise in cases.
