Apple made tracking users much harder a few years ago.
This cost companies billions of dollars...
Targeting on ads is done less on the ad groups or ad set level...
But rather it's done on the ad creative itself.
W.e is in your headline, video content, image, or on your actual landing page dictates whom your ad is going to show up in front of more than the objectives you choose.
Facebook released this thing called: "The Facebook performance 5" which walks you through this.
Because of all the tracking limits imposed by them, they created this other way of targeting people.
It's in Facebook and Google's best interest to help advertisers make more money (while obviously, they want to earn also) it is in their best interest to fight these privacy laws.
So I would highly recommend checking the performance 5 guide they put out.
