Major League Baseball announced enhanced measures to enforce rules 3.01 and 6.02(c) regarding foreign substances and pitchers illegally altering the baseball. Article: [ Ссылка ]
The prescribed penalty for violation of Official Baseball Rule 3.01 ("No player shall intentionally discolor or damage the ball by rubbing it with soil, rosin, paraffin, licorice, sand-paper, emery-paper or other foreign substance") is ejection and automatic 10-day suspension.
OBR 6.02(c) adds several additional pitcher prohibitions, such as the illegality of a pitcher having on their person or in their possession any foreign substance, whether or not the pitcher applies said substance to the baseball.
The new enhanced guidelines will see umpires inspecting pitchers multiple times per game—including a thorough check of the pitcher's hat, glove, and fingertips—and even allowing umpires to inspect catchers or other position players suspected of violating or assisting the pitcher in violating the substance rules.
A player who refuses to cooperate with an inspection conducted by umpires will be presumed to have violated the foreign substance rules, which will result in the player's ejection and suspension, 10-days paid time off.
