Former prime minster Kevin Rudd will lay out his concerns over media diversity at an inquiry hearing today which will be attended by senior representatives from NewsCorp and Nine.
Mr Rudd has called for Royal Commission into the issue, insisting a free, accountable media is essential for democracy.
In his submission Mr Rudd says the inquiry has the potential to set Australia on a path towards strong and diverse media.
