Will There Be a Second Stimulus Check?

As millions of people are now receiving their stimulus check payments this week new legislation has been proposed to increase the $2.2 trillion dollar stimulus package calling it Emergency Money for the People Act. This bill has yet to be passed but it seems possible given the unprecedented nature of this pandemic.

The proposal would include $2,000 every month for at least six months to all US citizens who are 16 or older and make less than $130,000 per year.
Continuing these monthly cash payments to eligible Americans until employment returns to pre-COVID-19 levels. The representative behind the bill Khanna stated “A one-time, twelve hundred dollar check isn’t going to cut it,” “Americans need sustained cash infusions for the duration of this crisis in order to come out on the other side alive, healthy, and ready to get back to work.”

How the Second Stimulus Check Would Work

Eligible Americans would receive $2,000 in cash per month guaranteed for at least six months.

These monthly cash payments would continue until the employment to population ratio for people ages 16 and older is greater than 60%. The employment to population ratio is the number of working age people currently employed divided by the number of total working age people. It currently sits at around 59% and has been decreasing every week.
The monthly cash payments would not count as income and would not be taxable

The monthly cash payments would not impact anyone’s ability to qualify for an income-based federal or state assistance program. Meaning earning more from these programs will not disqualify you from other programs.
It’s important to note that these are all just proposals for the time being and will likely be altered if it ends up being passed.

Who would Be Eligible?

Every American adult age 16 and older making less than $130,000 annually would receive $2,000 a month;

Married couples earning less than $260,000 would receive at least $4,000 per month;

Qualifying families with children will receive an additional $500 per child, with funds capped at a maximum of three children.

NOTE: Income levels are based off of adjusted gross income

This stimulus would also be available for those who earn no income and the unemployed

With this program if you were not eligible with your 2018 or 2019 tax return, but you are eligible based on 2020 income you will be able to submit two months of verifiable income and become eligible if your income went down.

Will college students and adults with disabilities be excluded from this proposal and monthly payments?

No. Unlike the CARES Act, the Emergency Money for the People Act would make eligible college students and adults with disabilities who are still claimed as a dependent. The individual would receive the monthly payment and their parent or guardian would receive the dependent credit.

As far as additional business relief goes it seems we’re at a bit of a standstill.

Originally small businesses were to receive $349 billion dollars in aid and that is quickly drying up with over 2/3rds of the funds already accounted for.

Republicans want to increase that $349 billion dollar fund by an additional $250 billion while Democrats are wanting to add additional relief for nurses, doctors, and healthcare workers.

I can only assume that all of these parties could use the funds as soon as possible. So let’s hope that they can swiftly make an agreement and continue funding.
