Here's how to make a twitch shake transition or effect in Premiere Pro without ANY plugins such as Sapphire! All you need is the built-in directional blur effect (for the motion blur) and some key frames (for the shake effect). If the duplicated clip is visible, change its blending mode to "lighten" or "darken" - whichever mode is best. Oh and remember, you can always modify the blur amount/the manual shake to your liking.
