Senior lecturer for politics at Monash University Dr Zareh Ghazarian says former prime minister Scott Morrison’s secret ministry went against the “spirit of the Australian political system”.
“That was to have open, transparent, responsibility when it came to ministerial portfolios,” he told Sky News Australia.
“And what we learnt is that there are ways in which leaders can go around those rules.”
