'The definition of virtual ward care is somebody who would otherwise have been in a hospital bed, which links to our low levels of bed capacity in this country. We are low on beds by almost every measure compared to the European average and we're low on staff and this is a way to create capacity in quite a different way that's very efficient in terms of staff.'
