Former prime minister Scott Morrison has addressed why he secretly swore himself into five portfolios during his time in government and his decision to intervene on the matter of the PEP-11 gas project.

“I'm saying they were two different sets of circumstances. There was emergency powers which I had put in place that were dealing with pandemic arrangements. The resources portfolio decision was not one of those,” Mr Morrison said during a media conference on Wednesday.

“That was a separate issue that I determined to consider directly myself.

“I've been very open about it. That's what I have done. I took that decision; I took it lawfully. I took it in accordance with the process that was necessary to follow to make such a decision, and I believe it was the right decision.”
