Thanks to the ID'ing wizards at TBK, this one has been identified as Katherine Legge's flip in Formula Ford action at Spa Francorchamps. From what I can tell, she only ran a season in that series before moving to other things, so I believe that puts this clip as being from the year 2000.
This is also on a "Roys Memorial" video elsewhere on YouTube, but here's why I'll keep it online - this is the raw file with no "highlight show" commentary running over the wreck. I find that makes it pretty unique, it being an amateur clip and all.
