September of 1999 saw the arrival of Vince Russo in WCW after Eric Bischoff was relieved of his duties. Vince Russo, wrongfully, was seen as the man that brought much success to WWF and his creative mind could very well be the savior WCW needed as they were getting easily defeated by Vince McMahon's company in the Monday Night TV ratings.
To put things short, Vince Russo's initial WCW run as head writer was a failure and he soon made an exit from the company. Not long afterwards though, Russo was brought back to WCW along with Eric Bischoff. Soon afterwards, a total reboot of WCW happened, all belts were vacated, and a new faction was announced, The New Blood.
